Sharjah Consultative Council gives nod to judicial authority bill

Sharjah24: The Sharjah Consultative Council has approved a draft law regulating the judicial authority in the Emirate of Sharjah, during its twelfth session held at its headquarters in Sharjah. The session took place as part of the Council’s second ordinary session of the eleventh legislative term.
Following approval of the minutes of the eleventh session, the Council proceeded to review the draft law and the accompanying report from the Legal and Legislative Affairs, Appeals, Suggestions, and Complaints Committee.

Attending the session were Dr Mansour Mohammed bin Nassar, Member of the Executive Council and Head of the Legal Department of the Government of Sharjah; Sheikh Faisal bin Ali Al Mualla, Secretary-General of the Judicial Council; Dr Issa Saif bin Hanzhal, Director of the Legal Department; Aisha Mohammed Al Suwaidi, Director of the Legislative Department; and Houria Mohammed Al Khayyal, Director of Government Legal Services.

Introduction by Council Secretary-General
Council Secretary-General Ahmed Saeed Al Jarwan noted that the Council received the draft law on February 25 from the Secretariat-General of the Executive Council. In accordance with Article 71 of the Council’s internal regulations, the draft was referred to the legal committee for review and feedback.

Discussion of the Draft Law
In line with established procedures, the Council discussed the law article by article, noting member comments and voting on whether to amend or retain each provision, referring to the comparative table provided.

Remarks by Dr. Mansour bin Nassar
Dr. Mansour bin Nassar expressed appreciation for the Consultative Council's role in the legislative process. He praised members for their professional approach in reviewing the draft law, which aims to enhance the emirate’s judicial framework.

Importance of the Draft Law
He emphasised that the law represents a key moment in the development of Sharjah’s judiciary, establishing a robust legal structure while promoting independence, transparency, and efficiency. The draft law sets the framework for establishing a judicial authority in the emirate.

Vision of the Ruler of Sharjah
Dr. bin Nassar highlighted that the law reflects the vision of His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, emphasizing the rule of law and institutional cohesion. He noted that the draft was developed to balance judicial independence with coordination with other government branches.

Commitment to public good
He affirmed the Legal Department’s readiness to consider all comments made during the session, aligning with Sharjah’s goal of building a strong, modern judiciary.

Committee report presentation
Hamad Abdulwahab Al Qawadhi, the committee’s rapporteur, presented the committee’s report on the draft law, outlining its detailed examination of the articles, observations, and recommendations that enriched the Council’s deliberations.

The report emphasized the draft's significance in strengthening the judicial system, clearly defining jurisdictions, ensuring judicial independence, and promoting justice.

Approval of the Draft Law
Following extensive deliberations and incorporating proposed improvements, the Council approved the draft law in its twelfth general session.

Next session announcement
At the conclusion of the meeting, Secretary-General Al Jarwan announced that the next session is scheduled for Thursday, April 24, 2025, focusing on the economic development policy of the Emirate of Sharjah.
