ALECGS showcases publications serving the Arabic language at SIBF

Sharjah 24: The Arabic Language Educational Centre for Gulf States (ALECGS), an affiliate of the Arab Bureau of Education for the Gulf States (ABEGS), is participating in the 44th Sharjah International Book Fair (SIBF 2025), organised by the Sharjah Book Authority (SBA). The fair is being held at Expo Centre Sharjah.

The Centre's participation aligns with its directives and plan, which aims to disseminate the scholarly output of the Centre, ALECGS, and its affiliated bodies across various educational fields. This will be achieved by presenting scholarly publications to relevant institutions and visitors to the fair, as well as marketing these publications and strengthening the presence of ABEGS and its affiliated bodies at such scientific and cultural events.

E-learning strategies

ALECGS is participating to showcase a range of publications in the field of Arabic language teaching and learning, including, but not limited to: a field study on developing reading comprehension skills in general education; a field study on developing creative language production skills for grades 4-6 using e-stories; developing creative writing skills for grades 10-12 using e-learning strategies; and developing methods for teaching Arabic in primary education (grades 1-6) (3 volumes), among others.

Testing framework

In addition to ALECGS latest publication, "International and Regional Testing Framework for Arabic: A Field Study" (in three volumes), which is the Centre's most recent publication for 2025, this work is one of the outputs of the Arabic Language Education Policy Development Initiative projects. The programme focuses on preparing a general framework for international and regional testing standards. The testing framework consists of three parts: Part One is a field study of best practices and experiences; Part Two includes language proficiency standards for grades 1-3, 4-6, 7-9, and 10-12, along with the design of the test standards, the test document, and an explanatory guide to the testing framework; and Part Three includes language proficiency tests for university applicants, assessment models, and graded performance scales for language proficiency testing.

In line with the directives of the wise Gulf leadership to advance the Arabic language - especially in the educational process - and given the importance of having a framework for international and regional tests for the Arabic language, the need arose to prepare a framework for international and regional tests in the Arabic language similar to the international tests (PIRLS); as the test aims to determine the extent to which students have acquired knowledge and skills, and to determine their linguistic level and abilities related to the arts of the learned language and its skills of listening, speaking, reading and writing - and related to the sciences of Arabic, such as grammar, morphology and rhetoric, according to the rules of linguistic correctness and rhetorical styles; this contributes to assessing the quality and effectiveness of general education outcomes and the adequacy of curriculum components, with the aim of improving Arabic language teaching and learning.

The programme seeks to develop a framework and guidelines that include standardised and modern tests in this field, keeping pace with contemporary changes and taking into account the diversity of linguistic content. This content encompasses language skills and elements, as well as historical, cultural, and literary topics, thus leveraging technological advancements in test preparation and administration.

Based on this premise, the Ministers of Education, members of the General Conference of ABEGS, adopted the "International and Regional Test Framework for Arabic Language" as one of the projects of the initiative to develop Arabic language education policies. This initiative falls under the umbrella of ALECGS initiatives for the 2023/2024 academic year. This aligns with the Centre's objective of developing Arabic language teaching and learning on distinguished educational, scientific, and professional foundations.

The International and Regional Test Framework for Arabic Language aims to measure levels of Arabic language proficiency among both native and non-native speakers. This is achieved by establishing standardised performance criteria that help assess language skills in different contexts. The programme also aims to develop a general framework for international and regional Arabic language testing systems to identify the quality of education and its outcomes, and to design a standardised tool—a test—to measure students' acquisition of knowledge and skills, and to determine their language level and abilities related to the arts of the language.

Implementation mechanisms

To implement this programme, ABEGS has developed a plan to ensure the programme achieves its objectives. This plan includes activities and implementation mechanisms such as: reviewing ABEGS programmes outcomes in this field to serve as a foundation for future programmes; examining regional and international experiences and practices in the field; and identifying the best existing programmes in member states.

ABEGS is also committed to ongoing participation in such events to provide opportunities for interaction and communication between creators of cultural, intellectual, scientific, and creative works and the consumers of their creations—readers of diverse backgrounds and generations.
