The Council reviewed the reports from both the Legal and Legislative Affairs, Appeals, Suggestions and Complaints Committee regarding the amendment of Law No. 2 of 2021 concerning military personnel resources, as well as the Islamic Affairs, Endowments, Municipalities, Security Affairs and Public Facilities Committee, which addressed the reorganization of Sharjah's police and security forces.
Notable attendees included Major General Abdullah Mubarak bin Amer, the Commander-in-Chief of Sharjah Police; Advisor Dr. Mansour bin Nassar, Head of the Legal Department of the Government of Sharjah; Brigadier Sami Khamis Al Naqbi, Director General of the Sharjah Civil Defense Authority; Brigadier Dr. Mohammed Khamis Al Othmani, Director General of the Sharjah Police Science Academy; Colonel Dr. Ruqayya Jassim Al Mazmi, Director of the Social Support Center; and Colonel Abdulrahman Mohammed bin Ashour, Director of the Resources and Support Services Department at the General Command of the Amiri Guard.
At the start of the session, His Excellency Ahmed Saeed Al Jarwan, Secretary-General of the Council, announced that the Council had received two letters on November 4 from the General Secretariat of the Executive Council of the Emirate of Sharjah. These letters referred to the draft laws for the year 2024 AD. In accordance with Article (71) of the internal regulations, the Council subsequently forwarded the draft law concerning the reorganization of the police and security force to the Committee for Islamic Affairs, Endowments, Municipalities, Security Affairs, and Public Facilities. This committee was tasked with studying and reviewing the draft law before presenting its findings to the Council. To facilitate this process, the committee convened a meeting and also referred the draft to the Legislative and Legal Affairs, Appeals, Suggestions, and Complaints Department for their input on its provisions.
During the same session, the Council also sent the draft law amending Law No. 2 of 2021, which pertains to the regulation of human resources for military personnel in the Emirate of Sharjah, to the Council’s Legal and Legislative Affairs, Appeals, Suggestions, and Complaints Committee.
Bin Amer emphasized the significance of the two draft laws, highlighting that they contribute to a functional system that builds on the existing capabilities of the police force, along with the Sharjah Academy for Police Sciences, the General Directorate of the Amiri Guard, and the Sharjah Civil Defense Authority.
Counselor Dr. Mansour Mohammed bin Nassar emphasized the significance of the two draft laws, highlighting that they contain essential and well-structured articles aimed at serving the public interest within the critical military sector. This sector encompasses the General Command of Sharjah Police, the Sharjah Academy for Police Sciences, the General Directorate of the Amiri Guard, and the Sharjah Civil Defense Authority.
During the meeting, Member Mohammed Saleh Al Ali, who serves as the Rapporteur for the Legislative and Legal Affairs, Appeals, Suggestions, and Complaints Committee of the Council, presented the committee’s report on the draft law that amends Law No. 2 of 2021. This amendment focuses on reorganizing human resources for military personnel in the Emirate of Sharjah. He reviewed the law’s texts and articles, with discussions centering on streamlining issues related to human resources for military staff in a way that benefits those working in the military sector.
Committee members shared various opinions regarding the draft law's articles, and government representatives addressed their inquiries by clarifying the legal interpretations and discussing the implementation aspects of the law and its provisions.
After thorough discussions, the Council approved a draft law to amend Law No. 2 of 2021, which concerns the reorganization of human resources for military personnel in Sharjah during its fourth general session.
Member Ahmed Rashid Al Shamsi, who serves as the Rapporteur for the Islamic Affairs, Endowments, Municipalities, Security Affairs, and Public Facilities Committee of the Council, presented the draft law focused on the restructuring of the police and security forces in the Emirate of Sharjah. He provided an overview of the definitions, objectives, powers, and other legal provisions outlined in the draft.
The members engaged in a comprehensive debate regarding the various provisions of the law and its goals, all of which are intended to enhance the police sector. They considered the objectives of the police and security forces included in the draft law, which aim to streamline operations and expand their jurisdictions. Additional discussions centered on military ranks, management, equipment, and funding. Moreover, the draft law addresses issues related to the right to use weapons and the role of the judicial police, emphasizing its purpose of safeguarding public security, maintaining public order, and upholding public morals, thereby providing reassurance to all members of society.
During their discussions, the members shared a variety of opinions on the articles of the draft law, while government representatives addressed their inquiries, clarifying the legal interpretations of those articles and outlining how they would be implemented in practice.
Following a thorough debate, the Council approved a draft law aimed at reorganizing the police and security forces in the Emirate of Sharjah during its fourth general session.
At the conclusion of the session, the Secretary-General of the Council, Ahmed Saeed Al Jarwan, announced that the next meeting—God willing—will take place on December 12th, where the focus will shift to the draft law regarding retirement pensions and end-of-service benefits for military personnel in regular bodies within the Emirate of Sharjah.
