3rd Financial Forum reviews government services fees

Sharjah 24: Sharjah Finance Department (SFD) held, on Thursday, the Third Financial Forum for the year 2024, at the Holy Quran Academy, with the participation of representatives from 100 Sharjah governmental and independent entities, to discuss and review the methodology for pricing government services and using the electronic system guide to determine their fees.
The forum was attended by a number of SFD department directors, and a group of specialised managers and employees working in the financial departments within the institutions, bodies and local governmental and independent departments in the Emirate of Sharjah.

Arwa Al Owais, Director of the Financial Policies Office at SFD, said that the department continues to implement its institutional efforts aimed at improving the financial performance of various government agencies in the emirate and unifying efforts with them, supporting their plans to develop government revenues and enhance the competitive role of these agencies to attract investors to the emirate, and achieving the optimal level of development, sustainability and leadership in the financial services provided to the public from institutions and individuals alike. 

Huda Al Yassi, Director of the Financial System Department at SFD, confirmed that holding the department's third financial forum is in line with its pioneering role in spreading financial culture and seeking to adopt and innovate advanced tools and means that enable government agencies to apply a scientific, comprehensive and realistic methodology in pricing government services, which translates the decision of Sharjah Executive Council No. (23) of 2019 regarding the adoption of the Government Services Pricing Guide.  She noted that SFD has worked to develop an electronic system with the aim of determining the value of the government services fees provided by government agencies.

Huda Al Yassi praised the effective cooperation and coordination by government agencies in the emirate to ensure the implementation of unified steps that achieve the basic goals of the government services pricing process.

Dr. Falah Al Hussaini, Advisor to the Tax Affairs Office at the Department, discussed the mechanism for applying the service pricing methodology from the financial forum's agenda.

The forum presented to the attendees a comprehensive presentation on the electronic system guide for the government services pricing process, which complements the government services pricing methodology and is the reference framework for explaining the steps to be followed in this system. Furthermore, the forum presented a detailed and comprehensive explanation supported by illustrative examples on how to apply the service pricing methodology by calculating the standard cost of fees in a way that ensures accurate estimation of this value and achieving competitiveness and financial sustainability for the government.

The financial forum reviewed the legislative cycle for approving these fees by the competent authority to be clear and smooth. The workshop also included a live presentation of the electronic system that uses financial data for the retrieval process from the rest of the systems and calculates the value of fees in a period not exceeding a few moments.

In the second part of the forum, attendees followed a presentation of a set of developed models for new and modified fees, other models for innovative optional services, in addition to a presentation of a specific model for violations. These models were developed to include an integrated set of data, information, comparisons, and the economic and social impacts of these fees, reflecting a comprehensive picture for decision-makers, so that they ultimately contribute to enhancing the competitiveness of the Emirate of Sharjah and establishing its investment environment that attracts investors, in addition to achieving financial sustainability for the government through developing government revenues.
