Sharjah24: Under the patronage of Professor Dr. Abdul Nasser Ahmed Al-Wali, Minister of Civil Service and Insurance in the Republic of Yemen, Sharjah Finance Department, in collaboration with the Arab Organisation for Administrative Development affiliated with the Arab League, organised an introductory seminar and accompanying training workshop for the Sharjah Public Finance Award. This event was recently hosted at the Saba Palace for Conferences and Events in Aden and brought together a select group of senior government officials and financial experts, aiming to enhance awareness of best practices in public financial management and develop institutional and individual competencies.
The events were attended by Dr. Azzam Ermeily, advisor to the organisation and a member of the Award's Board of Trustees, Hassan Pasha, the Award's advisor, along with representatives from relevant public finance management bodies, quality and excellence management, and a group of experts and specialists in public finance.
Stimulating Innovation and Enhancing Efficiency in Financial Resource Management
Dr. Abdul Nasser Al-Wali expressed his gratitude to the Finance Department of Sharjah in the United Arab Emirates and the Arab Organisation for Administrative Development for their fruitful cooperation in organising this event, which aimed to introduce the Sharjah Public Finance Award and highlight its role in stimulating innovation and enhancing efficiency in financial resource management. It also represented an exceptional opportunity for knowledge and experience exchange among financial experts from various Arab countries.
Dr. Al-Wali thanked those responsible for the award for providing young people with the opportunity to participate in this training course, which contributes to qualifying national cadres and enhances their capabilities in facing financial and administrative challenges. He expressed hope for the continuation of this constructive cooperation with the Sharjah government to support development in various fields.

On the first day, the events began with an introductory session presented by Dr. Azzam Ermeily, who reviewed the goals of the Sharjah Public Finance Award and its role in stimulating institutional and individual efficiency. He also explained the evaluation criteria and registration mechanism, highlighting how to benefit from this award to improve financial and administrative performance in government institutions.
Preparing Budgets Based on Government Priorities and Analyzing Economic and Social Needs
This was followed by the first session of the training workshop, presented by Dr. Mohammed Hassan Abdul Majid, which addressed the concepts and mechanisms of the state budget planning. It covered essential concepts regarding the public budget, including its definition, objectives, and key components such as revenues and expenditures, as well as the different types of budgets. The session also reviewed the process of preparing budgets based on government priorities and analyzing economic and social needs, emphasising the importance of linking budgets to sustainable development goals. Discussions sparked enthusiasm among participants, focusing on how to collect economic data and analyze variables affecting budgets, such as inflation, economic growth, and the role of institutions in providing data.
Mechanisms for Implementing and Managing Public Budgets
The second day focused on practical and implementation aspects. The events began with a second training workshop led by Dr. Mohammed Hassan Abdul Majid, which addressed mechanisms for implementing and managing public budgets.
During this session, emphasis was placed on how to allocate financial resources among ministries and government agencies and ensure the execution of expenditures within the specified time and financial framework. The session also discussed methods for collecting government revenues and prioritizing expenditures, offering innovative solutions for managing risks that may arise from revenue fluctuations or delays in execution.
Monitoring and Evaluating Public Budgets and Future Challenges
The events concluded with a third session focusing on monitoring and evaluating public budgets and future challenges. This session reviewed financial control mechanisms, such as the role of government oversight bodies in monitoring expenditure and revenue execution, and the use of key performance indicators (KPIs) to assess budget effectiveness. Best international practices were highlighted, showcasing experiences from advanced countries in managing public budgets, with an emphasis on the importance of digital transformation in enhancing efficiency and transparency.
