The victory means the Three Lions will face either Senegal or the third-placed team from Group K in the Round of 32 in Atlanta on Wednesday, rather than a potential knockout clash with Portugal.
Meanwhile, Croatia secured second place in the group behind England with a hard-fought 2-1 victory over Ghana in Philadelphia.
Petar Sučić and Nikola Vlašić scored Croatia's goals, while Ghana finished third after having already secured qualification on Friday without playing.
