UAE issues decree-law to reorganise Civil Defence Authority

Sharjah 24 – WAM: The UAE Government has issued a Federal Decree-Law to reorganise the Civil Defence Authority. This move is aimed at boosting the country’s readiness to handle emergencies and disasters while ensuring top-tier public safety and protection.

A significant step in modernising civil protection

This Decree represents a crucial step in modernising the national civil protection framework. The reorganisation focuses on enhancing coordination between local and federal civil defence entities, improving alert and evacuation systems, providing care for affected individuals, and forming specialised relief teams.

 Creation of the new Civil Defence Authority

The Decree establishes the new "Civil Defence Authority" as part of the National Emergency, Crisis, and Disasters Management Authority. This body replaces the previous Civil Defence Department under the Ministry of Interior and will take on strategic responsibilities to improve civil protection and national readiness.

 Key responsibilities of the Civil Defence Authority

The Civil Defence Authority will handle various responsibilities, including developing policies, strategies, and regulations related to civil defence, risk assessment, and managing incidents effectively. The Authority will also focus on creating hazard prevention programs, securing buildings against fire hazards, and deploying rapid response teams.

 Establishing risk management and public alert systems

The Civil Defence Authority is tasked with setting up specialised risk management centres and public alert systems to warn residents of potential hazards. It will also prepare evacuation plans and ensure that affected individuals receive medical and social care in collaboration with relevant entities.

 Strengthening national preparedness

To further strengthen national preparedness, the Civil Defence Authority will procure and maintain essential civil defence equipment. The Authority will also coordinate with various services, including medical, engineering, and educational entities, to ensure continuity during emergencies.

 Coordinating with security entities for disaster response

The Authority will collaborate with internal security entities, such as oil companies and airports, to provide necessary support in emergencies. This includes coordinating aid efforts and enhancing civil defence services both nationally and internationally.

 Specialised teams for response and relief operations

The Civil Defence Authority will form specialised teams to respond to disasters and relief efforts. The Authority will also organise joint training programs and awareness campaigns to educate residents on emergency actions.

 Monitoring hazards and enforcing safety standards

The Authority will monitor radiological, chemical, and biological hazards and coordinate responses with relevant authorities. It is also responsible for ensuring that properties and facilities meet safety and prevention standards before being issued licences.

 Compensation, penalties, and grievance mechanism

A dedicated committee will review compensation claims for damages caused by civil defence operations. The Decree also introduces penalties, including imprisonment of up to six months or fines of up to AED 250,000 for violations or disruptions to civil defence activities.
