Sharjah 24: Sharjah Consultative Council (SCC) approved a draft law on retirement and end-of-service benefits for military personnel in regular bodies in the Emirate of Sharjah, after discussing the draft law in its fifth meeting as part of its second regular session of the eleventh legislative term.
The Council discussed the report submitted by the Legal and Legislative Affairs, Appeals, Suggestions and Complaints Committee of the Council regarding the draft law on pensions and end-of-service benefits for military personnel in regular bodies in the Emirate of Sharjah.
The meeting was chaired by His Excellency Dr. Abdullah Belhaif Al Nuaimi, Chairman of SCC and was attended by His Excellency Major General Abdullah Mubarak bin Amir, Commander-in-Chief of Sharjah Police; His Excellency Advisor Dr. Issa bin Hanzel, Director of the Legal Department of the Government of Sharjah; His Excellency Brigadier General Sami Khamis Al Naqbi, Director General of the Sharjah Civil Defence Authority; His Excellency Brigadier General Dr. Mohammed Khamis Al Othmani, Director General of the Sharjah Academy of Police Science; His Excellency Colonel Dr. Ruqayya Jassim Al Mazmi, Director of the Social Support Centre; and His Excellency Colonel Abdulrahman Mohammed bin Ashour, Director of the Resources and Support Services Department at the General Command of the Amiri Guard.
At the beginning of the meeting, His Excellency Ahmed Saeed Al Jarwan, Secretary-General of the Council, indicated that the Council received a letter on November 4 from the General Secretariat of Sharjah Executive Council referring a draft law on pensions and end-of-service benefits for military personnel in regular bodies in the Emirate of Sharjah. According to the provisions of Article (71) of the internal regulations, the Council referred the above-mentioned draft law in its third session held on Thursday, November 14, 2024, to the Legislative and Legal Affairs, Appeals, Suggestions and Complaints Committee of the Council, to study and consider the draft law and submit its report to the Council.
Al Jarwan added that based on the procedures followed in discussing draft laws, the Council will discuss the draft, as well as article by article, taking notes on it, and ratifying each article by approving the amendments or keeping them as received from the Executive Council.
His Excellency Major General Abdullah bin Amir, Commander-in-Chief of Sharjah Police, delivered a speech in which he noted the role of SCC in following up on the work of the Sharjah Police General Command (SPGC), and stressed the importance of the current draft law, which is a continuation of the two previous projects. He explained that this project constitutes a qualitative addition to the current work system, as it enhances the competencies of the police force, including Sharjah Academy of Police Science, the General Command of the Amiri Guard, and the Sharjah Civil Defence Authority.
His Excellency also extended his highest thanks and appreciation to His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, for his continuous support to the police, appreciating the continuous follow-up of His Highness Sheikh Sultan bin Mohammed bin Sultan Al Qasimi, Crown Prince, Deputy Ruler and Chairman of Sharjah Executive Council.
At the end of his speech, the Commander-in-Chief welcomed all inquiries and interventions of SCC members related to the draft law on retirement and end-of-service benefits for military personnel in regular bodies in the Emirate of Sharjah.
His Excellency Counselor Dr. Issa bin Hanzel, Director of the Legal Department of the Government of Sharjah, stressed the importance of the draft law on pensions and end-of-service benefits for military personnel in regular bodies in the Emirate of Sharjah.
Bin Hanzel pointed out that the draft law includes important and organised articles that achieve the public interest of this important and vital sector, which is the military sector, which includes SPGC, Sharjah Academy of Police Science, the General Command of the Amiri Guard and the Sharjah Civil Defence Authority.
His Excellency Mohammed Ali Jaber Al Hammadi, Chairman of the Legislative and Legal Affairs, Appeals, Suggestions and Complaints Committee in the Council, read the committee's report on the draft law on pensions and end-of-service benefits for military personnel in regular bodies in the Emirate of Sharjah, and reviewed the texts and articles of the law, where the discussion focused on organising the entitlements of the member at the end of military service and the scope of application, in addition to the conditions and subscriptions of the member and the percentage of monthly subscriptions and various organising articles, in order to achieve the public interest For those working in the military sector.
Members presented a number of opinions on the articles of the draft law in their interventions, and government representatives responded to inquiries by stating the legal interpretation of the articles of the draft law, as well as the aspects of work in implementing the law and the above-mentioned articles and what they mean.
During the members' interventions, SCC stressed the importance of the draft law on pensions and end-of-service benefits for military personnel in the regular bodies in the Emirate of Sharjah, as it is an important step in strengthening the rights of military personnel and providing their entitlements in a manner that is commensurate with their efforts and work.
The draft law is a qualitative addition to support the military sector in the emirate and achieve its public interest, stressing the importance of the contribution of the draft law in securing a decent life for military personnel in the regular bodies in the Emirate of Sharjah, and enhancing their financial and social stability, in line with the leadership's efforts to support those affiliated with this vital sector, and appreciating their roles.
While moving between the articles of the draft law, the members of the Council and the government representatives felt the common concern for the importance of the draft law, which comes within the framework of the Sharjah government's steps towards continuing to improve the allocations of workers in the military sector, and what it reflects of the leadership's interest in developing the pension and rewards system in line with their needs, in addition to the role of the project in enhancing the job and moral stability of the military, which guarantees them a decent life after retirement.
After extensive discussion, the Council approved the draft law on retirement pensions and end-of-service benefits for military personnel in the regular bodies in the Emirate of Sharjah in its fifth general session.
At the end of the meeting, the Secretary-General of the Council, Ahmed Saeed Al Jarwan, announced that the next meeting will be held on the twenty-sixth of December, and its topic will be a draft law on the tax of extractive and non-extractive companies for natural resources in the Emirate of Sharjah.
