Sharjah24: During the second day of the 13th International Government Communication Forum (IGCF 2024), a panel of experts in Artificial Intelligence took part in a session on the topic ‘Why Resilient Governments are Building Protective Shields with Artificial Intelligence’, which was about strategies for governments to educate and raise awareness among the public about deepfakes.
The use of AI-generated deepfakes, including manipulated images, videos, and audio, has caused a decline in people's trust in the genuineness of content. Recent findings suggest that if not addressed, deepfakes will pose significant challenges for various governments and global organisations.

Hector Monsegur, founder of a cybersecurity startup, security researcher and Director of Research, delved into the evolution of Deepfake AI. He highlighted how it has progressed from manipulated images to altered voice and video recordings, warning about potential misuse. Monsegur stressed the need for global cooperation, advocating for governments to take the lead in educating the public and facilitating communication between public and private sectors. This collaboration would drive research and the development of solutions to counter deepfakes.

Nader Al Gazal, academic and expert on AI and Digital Transformation, emphasized the significant challenge that deepfakes pose for governments and citizens. He stressed the importance of mitigating its risks and spreading accurate information to prevent people from being misled. Al Ghazal highlighted the timeliness of the International Government Communication Forum in addressing this issue and discussing the latest strategies and practices to counter deepfake using AI.

Alan Smithson, Co-Founder of Metaverse (Facebook), underscored the transformative potential of generative AI, which can unlock unprecedented opportunities and, if properly regulated, can mitigate the threat posed by deepfakes. He stressed the need for global platforms to establish robust regulatory frameworks to prevent the misuse of AI and to discern between reality and deception across media platforms.

Dr. Inhyok Cha, a Professor at the Gwangju Institute for Science and Technology and Deputy President for Global Cooperation (South Korea), emphasized the importance of governments encouraging people to step out of their comfort zones and local perspectives. He highlighted that in the face of global challenges, it is crucial for world governments to collaborate and address these issues through effective communication.
