But a lack of ski lifts and a 7km trek has put many people off from trying snowsports, athletes and instructors say.
For instructors at DZ-Kite Surf group and snowsports enthusiasts, every winter they are disappointed to see that the government has not installed key infrastructure needed to get higher up the mountain range.
