The two-day summit, held on 6–7 November 2025 in the Brazilian Amazon, brought together heads of state, government officials, ministers, and leaders of international organisations. Convened by Brazil’s President Luiz Inácio Lula da Silva, the summit aimed to address pressing climate challenges and forge global commitments to combat climate change.
Dr Al Dahak delivered the UAE statement on the first day of the summit and participated in a high-level roundtable on Energy Transition, addressing critical global challenges. She emphasised that transparency is central to the UAE’s climate commitments, highlighting efforts to include all six greenhouse gases in its transparency report to enhance climate response effectiveness.
Dr Al Dahak also outlined national initiatives to mitigate and adapt to climate change, including clean and renewable energy projects, sustainable agriculture and food sector transformation, and infrastructure development. These initiatives aim to set a global model for comprehensive sustainability.
Dr Al Dahak urged nations to join global efforts against climate change, advocating for enhanced transparency and ambitious Nationally Determined Contributions (NDCs). She stressed the need to strengthen climate finance, achieve the New Collective Quantified Goal (NCQG), and ensure resources and skills are available to meet climate objectives inclusively.
Razan Khalifa Al Mubarak represented the UAE at the launch of the Tropical Forests Forever Facility (TFFF), led by President Lula. Al Mubarak announced the UAE’s endorsement of the TFFF Launch Declaration and highlighted the country’s role as an early endorser and member of the TFFF interim Steering Committee.
She emphasised the UAE’s commitment to advancing advocacy, mobilising investors, and supporting tropical forest countries, in line with the COP28 UAE Consensus goal of halting and reversing global deforestation by 2030.
“Safeguarding the world’s remaining tropical forests is essential for the health of our planet, our climate, and future generations. Without them, there is no Paris Agreement,” she said.
During the "Energy Transition" thematic session on 7th November, Dr Al Dahak highlighted the strategic importance of ensuring energy access and security for all while transitioning to renewable sources. She reaffirmed the UAE's commitment to global climate action and limiting global temperature rise to 1.5°C, supporting the UAE Consensus goal to triple global renewable energy capacity by 2030.
The Belém Climate Summit served as a precursor to the 30th UN Climate Conference (COP30), taking place from 6–21 November 2025 in Belém, Brazil. The conference will gather world leaders, scientists, NGOs, and civil society to discuss priority climate actions, updated NDCs, and progress on finance pledges from COP29.
