Sharjah 24 – WAM: The Ministry of Human Resources and Emiratisation (MoHRE) has issued a resolution outlining the responsibilities and obligations for business centres, along with the administrative and legal penalties that may apply in case of violations committed by these centres or their employees.

Scope of business centres

The business centres concerned are private-sector institutions that provide support to establishments and individuals seeking to avail of the Ministry’s services.

Ministerial Resolution No. (0702) of 2025

Ministerial Resolution No. (0702) of 2025 was issued as part of MoHRE’s commitment to strengthening governance across business centres and their employees. The Resolution aims to enhance the legislative environment, keep pace with rapid labour market growth, boost efficiency, regulate operations, and ensure the safety, reliability, transparency, and integrity of services provided to customers.

Responsibilities of business centres

Under the new Resolution, business centres must pre-screen their employees before granting them access to MoHRE’s systems, which authorises them to support establishments and individuals. They are also required to maintain the privacy of customer data, information, and documents.

Violations and administrative penalties

The Resolution defines violations for which administrative penalties and legal sanctions will apply, including: operating outside the authorised scope of activity, absence of a genuine employment relationship with registered workers, human trafficking crimes, employing or recruiting workers without proper work permits, and allowing employees to work for others without meeting necessary conditions.

Providing incorrect data or engaging in ‘Fake Emiratisation’ schemes are also considered violations.

Accountability for employees

The Resolution specifies actions against business centre employees who exploit or misuse authorisation to access the Ministry’s systems, or enable others to do so. Such breaches of governance may result in administrative penalties and referral to the judiciary.
