Violations related to recruitment fee refunds
The violations involved failing to refund all or part of the recruitment fees owed to employers within the legally mandated two-week period. This period begins from the date the domestic worker was returned to the recruitment office or the date the worker was reported to have stopped working.
Strict measures for non-compliant offices
In a statement released to the press, the Ministry cautioned domestic worker recruitment offices about non-compliance, warning that violations could lead to legal and administrative actions, including the cancellation of licenses for offices whose offenses warrant closure.

MoHRE reaffirmed the effectiveness of its monitoring system in ensuring that recruitment offices comply with legal conditions to protect the rights of all parties involved. The Ministry also commended compliant offices for providing high-quality services to their clients.
Reporting violations and non-compliant offices
The Ministry urged employers to report any violations or file complaints against non-compliant offices via MoHRE’s digital platforms or by contacting the Labour Consultation and Claims Centre at 80084.
Risks of dealing with unlicensed recruitment offices
MoHRE warned that engaging with unlicensed domestic worker recruitment offices or unreliable social media platforms could result in the loss of legal rights, which are only guaranteed when transacting with licensed offices approved by the Ministry.

In January 2025, the Ministry took similar actions against 14 recruitment agencies, reporting 22 violations and applying appropriate measures.
