The new system will be implemented across Dubai government entities in phases, as determined by the Dubai Government Human Resources Department (DGHR). The first phase will involve measuring productivity using internationally recognised standards, comparing factors such as service delivery, workforce size, salary expenditure, actual working hours, and other performance data.
Subsequent stages will include data analysis and the development of targeted initiatives aimed at improving service efficiency. The final phase will evaluate the overall system. A procedural guide will define the responsibilities and steps involved at each stage.
The General Secretariat of The Executive Council of Dubai is responsible for identifying and updating government services, coordinating with departments such as the Department of Finance, Dubai Digital Authority, and DGHR, providing technical support, and approving relevant data and performance indicators.
The Dubai Government Human Resources Department (DGHR) will manage and supervise the system in coordination with relevant entities. DGHR’s tasks include updating the procedural guide, developing productivity indicators, reviewing performance data, and working with the Department of Finance to assess budgets and verify financial allocations. DGHR is also tasked with monitoring compliance, providing improvement recommendations, and submitting regular performance reports to the Executive Council’s General Secretariat.
The Dubai Digital Authority will support DGHR by providing technical consultation and tools to build and maintain the digital infrastructure required for the system. This includes data platforms, analysis tools, and integrations with existing databases.
All government departments are required to adhere to the procedural guide and implementation timeline. They must identify and classify their services, submit detailed data on their workforce and budgets, and continuously work to improve service quality and operational efficiency. Additionally, entities must act on DGHR recommendations, implement productivity improvement plans, and submit periodic performance reports.
The Director-General of DGHR, in coordination with relevant authorities, will issue the necessary decisions to facilitate the implementation of this Resolution. The Resolution also annuls any conflicting provisions in previous resolutions and becomes effective from the date of its publication in the Official Gazette.
