Sharjah Ruler amends Law No. (4) of 2015 on eGov Dept

Sharjah 24: His Highness Sheikh Dr. Sultan bin Mohamed Al Qasimi, Supreme Council Member and Ruler of Sharjah, issued Decree-Law No. (1) of 2021 amending Law No. (4) of 2015 regarding the organisation of the Sharjah e-Government Department.
The decree-law stipulated that the text of Article (5) of Law No. (4) of 2015 referred to shall be replaced by the following text: In order to achieve its objectives, the Department shall exercise the following jurisdictions:
1- Drawing up and supervising the general policy, strategies and standards for information technology, information security and cyber security, and setting, developing and following-up the implementation of the necessary plans and programmes.

2- Building, developing and managing the e-government and e-government services in a way that is capable of providing services to government agencies, and to the government and the business sector, individuals and employees, according to the procedures specified by the executive regulations of the present law.

3- Establishing, unifying and developing the infrastructure, data centres and databases; supervising their implementation and operation at the government level, setting the necessary plans and programmes to ensure the sustainability of operation, hosting systems, websites, applications and government electronic platforms, and defining roles and architectures in accordance with the technical standards set by the department.

4- Preparing and implementing a framework for managing cyber and information security for all government agencies in the Emirate, especially those that own vital infrastructure; defining relevant technical standards, practices and principles, following up on implementation and providing necessary directions to ensure this.

5- Coordinating and cooperating with the federal authorities concerned with cyber security in order to activate the response plan to incidents and risks within this field.

6- Designing, implementing and managing the automated system for databases and information in the Emirate.

7- Reviewing and approving the requirements of information technology, information security and electronic security (cyber) to ensure that they are unified at the government level to work on raising the level of awareness, skills and competencies.

8- Studying all the current networks used to connect government agencies to be unified in coordination with the competent authorities.

9- Developing information systems related to government agencies, in coordination with bodies and other competent authorities - as the case may be - with the exception of all financial information systems that include the management of financial networks, the development of financial programmes, electronic payment programmes and electronic smart financial applications.

10- Cooperating with the relevant authorities in preparing a guide for the development of organisational structures for information technology departments in the government agencies.

11- Coordinating with the Directorate of Human Resources in the Emirate regarding training courses and plans for employees of the government agencies working in the field of information technology and technology and electronic security (cyber).

12- Technically supervising of the technological departments of government agencies to facilitate direct communication, performance measurement and development, provided that these departments remain administratively and financially linked to the government agencies to which they are affiliated.

13- Providing technical and information technology services, and technical support to all government agencies in the Emirate, and maintaining and promoting information and electronic security (cyber security); and operating and managing the unified and secure data centre at the Emirate level.

14- Conducting studies and research on e-government, and presenting proposals, options and alternatives to support the decision aiming to promote development in the Emirate in various fields.

15- Developing and operating government servers and specialised call centres to deal with public inquiries about information and building government information and databases.

16- Formulating technical frameworks and standards for infrastructure at the level of the government agencies and data exchange platforms, open data and institutional architecture, and methodologies for managing electronic services at the level of government agencies in the Emirate, and working to ensure their continuous implementation.

17- Managing projects and programmes for the development of infrastructure, applications and systems in accordance with the specific roles of each entity and the requirements related to the implementation of digital transformation programmes.

18- Organising and managing communication with government agencies in the Emirate regarding the development and operation of databases and infrastructure.

19- Representing the Emirate at the local, regional and international levels in the field of technology, information technology, information security and cyber security; and participating in exhibitions, events, conferences, seminars and related meetings with the approval of the Executive Council.
20- Any other tasks or functions assigned by the Ruler or the Council.
