Hicks described the incident as a “very chaotic scene” as police and emergency teams responded to the attack.
Twin Falls city spokesman Josh Palmer told NBC News that three people were killed and two others were injured, although it was not immediately confirmed whether the gunman was among those counted.
Witness footage shows panic
Local media footage appeared to show a young man carrying a long gun outside the restaurant, while videos shared on social media showed more than a dozen customers fleeing the scene.
Twin Falls, located in southern Idaho about 180 miles (290 kilometers) northwest of Salt Lake City, has a population of around 56,000 people.
