The Centre will support judicial authorities by engaging qualified experts, both domestically and internationally, to improve report accuracy and speed up case resolution. It will also develop national expertise in specialized fields, standardize expert appointment processes, and foster local and global partnerships—enhancing public trust in judicial expertise.
His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Chairman of the Judicial Council, emphasized that the new Centre builds on Dubai’s judicial development plan by integrating high-level technical expertise and reinforcing the Emirate as a secure environment for living, working, and investing.
Dr Saif Ghanem Al Suwaidi, Director General of Dubai Courts, stated that the new law will standardize expert-related procedures, attract top-caliber professionals, and utilize advanced technology for seamless coordination between courts and experts. The Centre will also invest in training nationals to meet the judiciary’s evolving needs.
Dr Abdullah Saif Al Sabousi, Secretary-General of the Dubai Judicial Council, noted that the Centre will bolster the legislative and regulatory framework governing judicial expertise—an essential milestone in meeting the growing demand for skilled evaluation in legal proceedings.
The Centre will be overseen by a Board of Directors led by the Director of Dubai Courts and will include judicial and non-judicial experts. An executive body, headed by a Director General, will manage strategic implementation. A Steering Committee will oversee the transition of responsibilities from current entities like Dubai Courts and the Rental Disputes Centre.
Judicial authorities will submit expert requests to the Centre, which will assign tasks to in-house specialists or registered private-sector experts. It may also draw on experts from government bodies or international institutions as needed, ensuring accurate, trusted expert testimony.
The creation of the Dubai Centre for Judicial Expertise underscores the leadership's commitment to institutional innovation, judicial efficiency, and Dubai's aspiration to be recognized globally for its legal excellence and quality of life.
