Mohammed bin Rashid issues law on public health in Dubai

Sharjah 24 – WAM: In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has issued Law No. (5) of 2025 on Public Health in Dubai.

The new legislation introduces a comprehensive framework designed to promote public health and protect both community and environmental well-being. It focuses on key areas such as disease prevention, healthcare standards, food and product safety, and sustainable practices to improve the overall quality of life in the emirate.

Goals and approach

A primary goal of the law is to reduce health risks for individuals and communities through precautionary and evidence-based measures. These practices are aligned with both local and international health regulations and aim to enhance Dubai’s ability to prevent and respond to public health challenges. The law encourages coordinated efforts among stakeholders, emphasizing collaboration across different sectors and authorities to ensure a unified approach to public health.

Public awareness and global positioning

The legislation also highlights the importance of increasing public awareness about health risks and preventive actions. It calls for a shared responsibility among individuals, institutions, and the community to maintain well-being, while also fostering a health-conscious and sustainable environment that supports investment and boosts Dubai’s international standing in health competitiveness.

Roles of government entities

To implement this vision, the law outlines the roles and responsibilities of several key government entities. These include the Dubai Health Authority (DHA), Dubai Municipality, Dubai Environment and Climate Change Authority, Dubai Academic Health Corporation, and the Dubai Corporation for Ambulance Services. Each body is charged with overseeing specific aspects of public health according to their mandates and enforcing the law’s provisions.

Responsibilities of healthcare providers and individuals

The law also stipulates clear duties for healthcare providers across both public and private sectors licensed by the DHA. Individuals infected with or suspected of having communicable diseases must avoid contact with others to prevent the spread of illness. They are prohibited from traveling or moving without DHA approval, except for seeking medical care. Concealing infections or spreading disease—intentionally or unintentionally—is forbidden, and all individuals must follow guidelines issued by health authorities.

Health protocols for travellers

Travelers entering Dubai are required to follow official health protocols, including reporting suspected or confirmed communicable diseases, providing relevant information at entry points, and observing hygiene practices such as mask-wearing and physical distancing.

Additional areas covered

Beyond disease control, the law covers other public health domains such as food and consumer product safety, built environment health, environmental protection, labor accommodations, tobacco control, and pest control. It also establishes the DHA’s role in managing emergencies and public health crises.

Cooperation and enforcement

Finally, the law mandates full cooperation between public and private sectors and relevant authorities. This includes sharing health-related data and statistics to ensure informed decision-making and effective implementation of the law. Law No. (5) of 2025 will come into effect 90 days after its publication in the Official Gazette and will supersede any previous legislation that conflicts with its provisions.
