The resolution allows companies licensed by free zone authorities to operate within Dubai, provided they obtain necessary permits from the Dubai Department of Economy and Tourism (DET). The initiative aims to improve the business environment by making it easier for free zone businesses to expand into mainland Dubai.
The resolution supports Dubai’s ambition to strengthen its business sector and position as a global hub for investment and innovation. By enabling businesses to operate seamlessly between free zones and mainland Dubai, it enhances the city’s attractiveness for both local and global businesses.
Establishments must adhere to federal and local regulations and maintain separate financial records for activities conducted inside and outside the free zones. To operate outside Dubai, companies must also secure relevant licenses from authorities in the target location.
DET will issue licenses for branches within Dubai or free zones, valid for one year and renewable. Specific activity permits will also be available, with a list of approved economic activities to be released within six months. Inspections will be carried out in compliance with relevant laws.
