Hamdan bin Mohammed regulates Free Zone Operations Outside Zones

Sharjah 24 – WAM: His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has issued Executive Council Resolution No. (11) of 2025, which regulates the operations of free zone establishments in Dubai, allowing them to expand beyond the designated free zones. This move aligns with Dubai’s D33 Economic Agenda, aiming to double the city's economy by 2033 and enhance its global economic competitiveness.

Provisions of the resolution

The resolution allows companies licensed by free zone authorities to operate within Dubai, provided they obtain necessary permits from the Dubai Department of Economy and Tourism (DET). The initiative aims to improve the business environment by making it easier for free zone businesses to expand into mainland Dubai.

Supporting Dubai’s business ecosystem

The resolution supports Dubai’s ambition to strengthen its business sector and position as a global hub for investment and innovation. By enabling businesses to operate seamlessly between free zones and mainland Dubai, it enhances the city’s attractiveness for both local and global businesses.

Regulations and requirements

Establishments must adhere to federal and local regulations and maintain separate financial records for activities conducted inside and outside the free zones. To operate outside Dubai, companies must also secure relevant licenses from authorities in the target location.

Licensing and permits

DET will issue licenses for branches within Dubai or free zones, valid for one year and renewable. Specific activity permits will also be available, with a list of approved economic activities to be released within six months. Inspections will be carried out in compliance with relevant laws.

Compliance and implementation

Establishments must comply with the resolution's provisions within one year from its effective date, with an optional extension of up to one year. The resolution replaces any conflicting regulations and takes effect upon publication in the Official Gazette.
