Top graduates and strategic partners recognised
Sheikh Saif honored the top ten graduates for their outstanding performance and acknowledged the contributions of strategic partners, including the Cyber Security Council, Etisalat Academy, Mohammed bin Rashid Centre for Government Innovation, Emirates Airline, TAMM, and Dubai Digital Authority.

The ceremony was attended by senior UAE officials, including Major General Sheikh Mohammed bin Tahnoun Al Nahyan, Dr Mohammed Al Kuwaity, Khalid Ateeq Al Dhaheri, and representatives from federal ministries, local authorities, and private-sector organizations.
Programme impact and philosophy
Brigadier General Nasser Khadem Al Kaabi, Director General of Happiness at the Ministry of Interior, highlighted that the programme has trained 2,834 professionals across more than 170 entities. He emphasized the diploma’s philosophy: “service is not a routine process, but a human experience defined by passion, agility, and innovation.”
Strategic focus and hybrid learning
The diploma’s curriculum is built on three pillars:
Digital Empowerment: AI, virtual assistants, and data science
Service Empowerment: Government Services 2.0, proactive service delivery, and Zero Bureaucracy
Security and Behavioral Empowerment: Digital transformation, cybersecurity, and behavioural insights
The programme blends workshops, role-playing, case studies, and institution visits, offering international accreditation through the International Association for Business Training. Participants are trained in AI tools, data-driven service design, and human-centric government service delivery.

The graduation of the tenth cohort underscores the Ministry of Interior’s commitment to innovation and talent development, reinforcing the UAE’s position as a global model for future-ready government services.
