Sharjah Ruler Issues Decree: NAMA’s Reorganisation

Sharjah24: His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, issued an Amiri Decree regarding the reorganisation of the Nama Women Advancement Establishment (NAMA).
According to the Amiri Decree, Sheikha Jawaher bint Mohammed bin Sultan Al Qasimi will chair the foundation. The foundation possesses legal personality and full capacity to undertake the necessary legal actions to achieve its goals, exercise its powers, and has financial, administrative, and technical independence.

The decree stipulates that the headquarters of the foundation shall be in the city of Sharjah, and the Chairperson may decide to establish branches and offices in other cities and regions of the emirate or outside it.

The objectives of the foundation include:

- Supporting and empowering women and enhancing their local and global status.
- Enhancing the economic and social capabilities of women.

As per the decree, the institution is mandated to exercise the following competencies in order to achieve its objectives:

- Formulating public policy and developing strategic plans for the institution.
- Launching initiatives, programmes, and projects aimed at advancing women in all fields, locally and globally.
- Managing the Development Fund in coordination with the Big Heart Foundation.
- Participating in local and international events, highlighting the role of the institution in empowering and enhancing the capabilities of women, particularly Emirati women.
- Providing training, qualification, conducting diagnostic studies and research, building databases, and offering consultations in areas related to the objectives and competencies of the institution.
- Entering into contracts, agreements, memoranda of understanding, and partnerships.
- Seeking support from specialised agencies in the Emirate for administrative and technical assistance, and engaging experts and consultants in all matters related to the institution's activities. It is permissible to collaborate with other entities on issues within its goals and competencies.
- Any other competencies assigned to the institution by the ruler of the Emirate or the chairperson.

The chairperson, specifically, undertakes the following tasks and authorities:

- Adoption of the general policy and strategic plans of the institution.
- Adoption of the internal regulations and organisational structure of the institution.
- Approval of the appointment of senior management in the institution.
- Approval of the general budget of the institution.
- Delegating some of his powers to senior management in the institution in accordance with the prevailing legislation in the emirate.
- Approval of the formation of the general committees affiliated with the institution.

The decree stipulates that the management of the institution shall be undertaken by a director appointed by a decision from the chairperson, who will be accountable to him. The director assumes the following powers:

- Proposing the general policy and formulating strategic plans for the institution, overseeing their implementation, and presenting them to the chairperson for approval.
- Supervising the workflow in the institution in accordance with existing legislation and regulations, issuing administrative decisions and directives, and monitoring their implementation.
- Monitoring the implementation of decisions and directives issued by the chairperson.
- Issuing financial and administrative regulations for the institution or any amendments thereto and establishing internal work systems after approval by the chairperson.
- Monitoring the performance of the establishment, developing plans for improvement to achieve efficiency.
- Submitting annual reports on the financial and administrative performance of the institution to the chairperson.
- Representing the institution in concluding contracts, agreements, memoranda of understanding, and partnerships, and obtaining approval for them.
- Supervising the annual general budget and the financial statements of the institution, presenting the budget to the chairperson for approval.
- Representing the institution in local, regional, and international conferences, meetings, and forums.
- Proposing the organisational structure of the institution and presenting it to the chairperson for approval.
- Opening and managing bank accounts with the approval of the chairperson.
- Establishing permanent and temporary committees and work teams within the institution, specifying their powers and work system.
- Representing the institution in legal proceedings and in its relations with government and private entities.
- Any other authorities or powers entrusted to them by the chairperson .

The decree also regulates various legal aspects of the institution, such as financial resources, fee exemptions, transitional provisions, executive decisions, effectiveness, and publication.
