"Ahead of Monday's EU Foreign Affairs Council, I am coordinating inside the European Union and have activated the crisis response centre," he wrote in a tweet.
Borrell said he had a telephone call with G7 Foreign Ministers to exchange views on the situation in Russia.
"Our support to Ukraine continues unabated," he stressed.
The crisis response centre in the European External Action Service, brings together diplomatic, security and intelligence capabilities, and ensures a close interaction between Delegations, Missions and Operations on the ground when facing a consular or security crisis.
