Sharjah24: The Higher Committee for the services of the people of determination in the UAE discussed during its fourth meeting which was chaired by Her Excellency Hessa Bint Essa Buhumaid, Minister of Community Development at Expo 2020 Dubai, a series of initiatives, policies and procedures that promote the wellbeing of the people of determination all over the UAE including: UAE Universal Design Code, digital accessibility policy for people of determination, features of 50th plan in inclusive education, and amendments on the federal law of people of determination rights.
Her Excellency Hessa Bint Essa Buhumaid, listened to the updates by the members of the people of determination higher committee and representatives of ministries, departments and competent authorities about the latest developments of the UAE Universal Design Code as part of the policy of empowering people of determination and in support of this category. The Ministry of Industry and Advanced Technology gave a presentation about the follow-up of the implementation of the code at both federal and local levels as well as the challenges of the implementation. The meeting recommended to prepare an operational plan for implementing the code on ground including the decisions, circulars and follow-up procedures in collaboration between the Ministries of Community Development, Energy and Infrastructure, Industry and Advanced Technology.

During the meeting, the progress and features of the ‘digital accessibility policy for people of determination’ by the Ministry of Community Development were presented emphasising the need to facilitate the procedures for the people of determination, and include all the competent authorities with the content such as: digital wellbeing team, The Telecommunications and Digital Government Regulatory Authority (TDRA) as well as the importance of benefiting from the outcomes of the ESCWA training workshop to establish a clear governance policy and a regular assessment system for their effectiveness thus finalizing the policy before the end of 2021.

After presenting the features of the 50th Plan in inclusive education, the meeting of the Higher Committee for the services of people of determination recommended to speed up and start implementing the inclusive education policy in all education phases including higher education in coordination with local government authorities. The meeting also recommended that the workshops and seminars must be organised in the near future to discuss proposed amendments on the people of determination rights federal law.

The Higher Committee for the Services of the People of Determination was formed by the Cabinet’s Decision for the year 2019, to represent all concerned ministries, departments and authorities with the provision of services as part of providing them with the best services to as well as comprehensive needs under the Ministry of Community Development that is responsible for ensuring the provision of services adequately. 

The Higher Committee for the Services of People of Determination task is related to assess and examine the current reality and challenges facing people of determination, propose legislations, policies and initiatives, pursue the implementation of national policy plans and initiatives to empower people of determination, adopt rules, regulations and priorities on their basic needs, rehabilitate and include the people of determination into the society, establish cooperation and coordination with those concerned authorities related to the people of determination issues,  review the UAE report on the International Convention on the Rights of Persons with Disabilities and follow up on its recommendations, explore the future and needs of people of determination and find proactive solutions that enhance their wellbeing.
