The councils distribute administrative positions among their members at their first meeting, and elect a vice-chairman by consensus or through direct secret balloting.
The term of membership in the Board shall be four years, subject to renewal for a similar period or periods starting from the date of issuance of the decision, and the Board shall resume its business at the end of its term until a new Board of Directors is formed or the expired Board is renewed.
