Sharjah 24 – WAM: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE, and Ruler of Dubai, reaffirmed the country’s commitment to building a world-leading government services model. Under the leadership of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, this model focuses on efficiency, quality, and impact. It aims to enhance citizens' lives through the integration of best practices and technology to deliver simplified, responsive services.

Advancing Zero Bureaucracy
During an official event in Dubai, His Highness announced the launch of the second phase of the Zero Government Bureaucracy Programme. He highlighted that the first phase had already succeeded in reducing service delivery times by more than 70%, eliminating over 4,000 unnecessary procedures, and saving more than 12 million hours for users. The programme is part of a national effort to provide faster, more impactful government services.

Focusing on digital transformation
In this next phase, the focus will shift toward eliminating digital bureaucracy. Sheikh Mohammed praised the efforts of over 30 government entities and 690 task teams who streamlined procedures and improved service delivery. He stressed that the UAE aims to achieve a government system free of complexity and long waits, one that delivers real impact in people’s lives.

National collaboration for leadership in services
The event brought together more than 200 senior officials, including ministers and directors general from federal entities. The programme serves as a unifying national framework for all ministries and government bodies, with a strategic goal of positioning the UAE as a global leader in government service excellence.

Success of phase one
Minister of Cabinet Affairs Mohammad Al Gergawi outlined the significant results achieved in the first phase. These included the removal of over 4,000 unnecessary procedures, the elimination of 1,600 redundant requirements, and a total savings of 12 million customer hours annually. These efforts also saved the government and its customers an estimated AED 1.12 billion each year. Top-performing entities were awarded a total of AED 7 million in recognition of their efforts.

Expanding the impact in phase two
The second phase will aim to reduce more unnecessary procedures and digitize services further by eliminating digital bureaucracy. It will focus on ensuring round-the-clock functionality of digital platforms, modernizing digital systems, enhancing integration across government entities, and incorporating artificial intelligence to optimize the user experience.

Recognition of the Ministry of Justice
His Excellency Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice, shared the Ministry’s journey toward reducing bureaucracy, which earned it the top award for Best Government Team. He highlighted initiatives that helped the Ministry excel in simplifying its services and procedures.

Roadmap for the future
Mohammed bin Taliah, Chief of Government Services in the UAE Government, explained that Phase Two will enhance intergovernmental cooperation, improve data sharing, and promote innovative joint solutions. It will also adopt leading global business practices to further streamline operations.

Engagement with the private sector
The event concluded with an interactive session titled "Zero Bureaucracy and the Private Sector." Marwan Ibrahim Haji Nasser, Chairman and CEO of Tadawi Healthcare Group, and Fouad Mansoor Sharaf, Managing Director of UAE Shopping Malls at MAF Properties, discussed how reducing bureaucracy improves private sector efficiency, performance, and service excellence.

Background of the Programme
Launched in November 2023, the Zero Government Bureaucracy Programme reflects the UAE’s leadership vision of enhancing lives, encouraging economic growth, and attracting global talent. The first phase aimed to eliminate 2,000 procedures and cut service processing times by 50%, setting the stage for a government that is faster, simpler, and more future-focused.
