Achieve a well-rounded development of students' character, intellect, and skill sets; provide them with the theoretical background and practical experience necessary to fulfil the country's comprehensive development plans.

Promote and back research that advances science for the benefit of society and its members.
4.
The university's mission is to meet the needs of the local community by providing high-quality higher education in accordance with established policies and strategies.
5.
Foster closer relationships in the fields of culture and science with other Arab and international academic organisations, as well as with other foreign scientific bodies.
6.
Ensure the well-being of students and faculty members from diverse cultural backgrounds while fostering an atmosphere that encourages innovation, creativity, and excellence.
7.
Participate in community service by addressing community needs, communicating with members, and establishing relationships with public and private organisations.

This decree's executive regulations shall outline and define the tasks and responsibilities of the Board of Trustees, the University Director, and the Council of Deans.
Accordingly, the university shall consist of facilities, institutes, research centres, educational and training institutions, and scientific establishments as determined by resolutions issued by the president based on the director's proposal and council approval.
All university entities, including faculties, institutes, centres, and departments, shall adhere to the applicable regulations and laws of the state.
According to the decree and its regulations, the university has the authority to award degrees, academic and professional certificates, and honorary degrees to deserving individuals.
Depending on the nature of the approved academic programmes, the university will conduct teaching in Arabic and English. The nature of specific approved programs may necessitate the use of other languages in teaching or training.
The decree also includes provisions related to financial resources, the general budget, final provisions, implementation, publication, and other legal articles.
