The US president was meeting "with other NATO heads of state and government in an exceptional virtual summit to examine the security situation in and around Ukraine," the White House said.
The meeting, which included Biden from the Situation Room, was closed to the press.
It comes as Russian forces entered portions of Kyiv after a multi-pronged attack, and Russian President Vladimir Putin called for the country's government's ouster.
In the face of a possible Cold War comeback, NATO is caught between opposing Russia's flagrant disregard for post-war European security rules and not wishing to risk nuclear war.
Although Ukraine is not a member of NATO, four of its neighbours are, and the US has sent soldiers to reassure allies worried about Putin's intentions.
Part of the Kremlin's decision to attack was Ukraine's long-term aim to join NATO and the EU, in hopes of totally escaping Russian dominance.
Biden has stated repeatedly that Ukraine would not be able to join NATO and that US soldiers will not be sent to assist deter Russia.
While the US and other key Western allies have been busy supplying Ukraine's embattled military, border nations like Poland are ready for massive Ukrainian refugee flows.
In a White House speech on Thursday, Biden reaffirmed the US commitment to support Europe.
In a statement, Vice President Biden stated that the US will defend every inch of NATO territory with full might.
"Our soldiers will not be engaged in a fight with Russia in Ukraine," Biden declared.
On Friday, Turkish President Recep Tayyip Erdogan accused NATO and the EU of failing to adopt a "determined stance" on Ukraine.
"NATO should have taken a more definitive action," he added, hoping that Friday's summit will lead to more than just "advice and condemnation."
Fearing that Putin may have plans beyond Ukraine, such as testing NATO's willingness to risk confrontation over the Baltic nations, additional alliance forces will undoubtedly be moved east.
"Extra defensive land, air, and naval measures would be deployed to the alliance's eastern flank," a diplomat told AFP.
