Monday's snowstorm packed an unexpectedly powerful punch, stranding US President Joe Biden aboard Air Force One and dropping up to nine inches (23 cm) of snow on Washington and portions of Virginia.
It further snarled transportation, which had already been hampered by aircraft cancellations and a record increase of Covid cases.
The Virginia Department of Transportation stated that it had never seen such a mess on Interstate 95, although it did not provide an estimate of how many drivers were affected.
